Why do men who simply dress as women expect to be thought of as actual women?

I have been seeing more trans gender people in the media. What is strange to me is that even lets say a guy who still has the equipment of a man can refer to himself as a woman. That seems silly to me because its not the physical truth. That would mean any man could simply dress up as a woman and then expect to be called a woman.What do you think?
